Leonard P. Draper is Chief Construction Officer of Big Bang Broadband LLC. Len brings 40+ years of Construction and Project Management experience in the Telecommunications and Broadband industries. He plans and directs implementation in all aspects of such projects, including field route verification, engineering, design, permitting, make ready, and OSP (Outside Plant) Construction, including ILEC (Incumbent Local Exchange Carrier), CLEC (Competitive Local Exchange Carrier), and Broadband Service Provider projects ranging from new builds to upgrades and augmentations.
In this capacity, Len manages the client relationship within the context of project scope, progress, and performance for all BBB construction projects. Over his 40 + years of experience in the broadband and telecommunications fields, he has been responsible for the management and oversight of many functionally diverse operational areas, including safety, engineering, business operations, broadband deployment, warehousing, and fleet oversight.
Len’s extensive management skills have included the management and coordination of many special projects, including large deployments of fiber-optic systems (for broadband and telecommunications services) with the use of various utility management software applications, while remaining responsible for supervising staff such as department managers and supervisors, as well as contract administration, carrier agreements, and budget development, analysis, oversight and audit.
Throughout his career Mr. Draper has worked personally with many MSOs (Multiple System Operators such as telephone/entertainment/Internet providers), ILECs, CLECs, City and County Agencies, DOT Permitting Offices and many others, overseeing these network deployment projects from “cradle to grave.”
Mr. Draper's vast experience in construction and deployment, includes building optical fiber (and earlier, cable) networks for some of the largest service providers in the country, including Time Warner Cable, Southwestern Bell, AT&T, TCI, Cox Cable, Verizon, Williams Communications, Windstream, Google and others.
